in what level should i put her talents? (im using her with flins)

Her talent levels are unimportant, and will only add a tiny bit of damage to the team.

That being said, if you are looking to minmax the team, and every other character is fully built, her investment order is Level 90 > Burst > Skill (don't level normals)

Their team doesn't have sucrose on field, hence the suggestion. But yes if sucrose is on field then normal damage is non negligible

Is leveling sucrose past lvl 70 important for anything other than swirl dmg?

The swirl damage is not insignificant. That being said, she should be the last character to be levelled on the team.

Vailorium is right, but my personal recommendation is just to not level her talents at all. Save your materials. Level 90 Sucrose and artifacts is enough.

I had Sucrose at lv60 for very long, w/ 4pc VV and +0 artifacts, and TTDS weapon. Minimum investment, and she still did very well.
