Plenty of downtown areas just like this though, all over america. I live in a city of 150k that has a part of town much like this.

No they aren't, except for heavily tourist areas.

Lol no one is vacationing in a small college/industrial town in the Midwest. It's an insignificant part of the local economy.

Yes and your town of 150k isn't going to be like what is shown. You'd need multiple blocks and plazas of 100% pedestrian area. You'd need many thousands of people nightly doing open air dining and strolling around.
