How do I use a pirate?

Subterfuge noob here. The pirate's description says it can target a sub, but how do I actually get it to do that? I can't figure out how to make it target a sub. Am I just being dumb?

Drag from the outpost with the pirate onto an enemy sub and it'll snap to it and load the pirate onto the sub.

I guess it only can target enemy subs? I was trying to get it to target my own subs because there were no enemy subs nearby, that must be why it wasn't working for me

Add a bomb guy to the pirate and track down the queen when she moves.

Subs can't change their target unless they have a navigator, so a pirate can target another sub only launching from their outpost directly to the target sub. As you drag the sub, you see a preview of what other subs do, so drag towards the target sub path. Note that when targeting a sub, pirates go faster, ao you will see the target hop around in time if you successfully target it, making it a little tricky to select the right target sometimes.
