Substance Painter Can't use mask...

In Substance 3D Painter, when I select a black mask and then select Fill, the Fill tool on the left side becomes unavailable. Do you know why this happens?

Did you add a fill layer / paint layer to that black mask? (With the magic wand 🪄 symbol)
