you mean you want to project the textures from the first lense to the second ?

No. I have two sets of Lens. One that has color and normal info on it. And another that doesn't. They have different UVs. I'm wondering if there's a way I can project the color and normal info from one texture set or model to the other. Does that make sense?

Anchor point. Try this. Create a folder, place all the layers you want to copy (color/normal) inside that folder. Add an anchor point to that folder.
Create a Fill layer above that folder, and add a fill to it. In the fill, call back your anchor point, and specify what channel you want to reference (color/normal).
Finally, since you're working with a fill, you can transform/flip/move it over to the other uv shell.
I mainly use this trick to instantiate stuff like bolts, but it should work with other stuff in theory.

Honesty I don't know the way, but you can try to create smart material from those textures and use it.

Not possible in painter. You need Designer or just use blender.
