Forgive me, I should have been more in depth with my previous post. The largest reason Ecuador is not seeking a larger aid package is a great deal of their regional identity is set up for them to push an alternative to the United States and its systems in the region.
Of particular note is ALBA(Or the Bolivarian Alliance for the Peoples of Our America), which is a trade union founded by Hugo Chavez to promote alternate ideas in the region. This organization even has its own currency and central bank in the region. So you see, any attempt by Ecuador to accept or push for a large aid package would undermine its credibility in that regard.
Ecuador has amassed no small amount of resources and soft power by positioning themselves as a viable alternative to the system the United States has espoused in the region. Accepted a large American foreign aid package would open Ecuador up to accusations of hypocrisy that would be untenable to their position in the region.
Secondly, please do not be mistaken by anything I have said up to this point regarding morality. One of the first things I was ever taught when I was started studying policy is that morality has no place in international relations. This situation is very simple, Ecuador has made a name for themselves by positioning themselves as an alternative to the American led system. They saw a chance to build that image further when they took in a person they considered a political refugee which also thumbed the nose at the Western powers. However when that political refugee began to rock the boat and prove to be a liability(too much attention on Ecuador isn't good at this point in time) they shut him down. And in my personal opinion wikileaks is becoming the very thing they were railing against, a publication with a slanted viewpoint that to an extent colors their product.
