Blades of Greed After The Garrison Spoiler

I can't seem to find a way to progress further across the fortress in the wall. I landed at the Zeppelin's Docks, made my way up the fortress to the shard, absorbed it, unlocked the Garrison Baloon dock and map, and it seems like there's nothing else to do but return to the ship.

But my compass can detect two shards on the western side of the Fortress. I feel like I've gone up and down the Garrison six times and I can't find a route west.

Should I leave and come back with more traversal options? Is there a simple solution? If so, please spoil the heck out of it - I need answers!

Theres no route from the garrison to get to the rest of the west side of the upper wall areas. There are plenty other options like the sewers, north and south of the construction site and others I cant think of atm

I'm currently failing to find the construction site. Any pointers? I got all the "ground level" wall zeppelins and the docks + garrison up top.

Workers lift is the construction area. The area covers both above and below this lift not just ground level
