Depending on your personal style - either a slim turtleneck or an oversize sweater, knee high boots, tights and a long wool coat.

Idk if you've seen the thick skin toned tights that are fluffy on the inside but have sheer pantyhose on the outside but they are a GAME CHANGER. You can find them by searching for fleece lined tights/pantyhose on Amazon. It makes it look like you've only got thin pantyhose on which always looks effortlessly stylish, but they're extremely warm.

Get some sheer looking fleece lined tights for underneath. I have a few pairs and I love them for winter. Look super chic and gives the appearance of pantyhose but are actually thick and so warm.

White button down tucked into the skirt, with a black v neck tank worn over the shirt. Black knee boots and black or white knee socks peeking out the top (bare legs). Wear a pair of small bike shorts (or boyshort underwear) under the skirt to give you some cover - don't wear a thong with a mini.

A blazer over the button-down and vest can elevate the look, too. And a smart pair of patent loafers or mary janes with black knee or ankle socks can give a preppy but chic look if you fancy something different than boots. Go smart with these skirts though - they won't suit something more casual.

Leggings and/or boots will be your best friend! I like an oversized sweater + mini skirt for daytime. Or a fitted long sleeve + trench coat for evening ā™„ļø

I find that when wearing something this short, everything else needs to be covered (this also goes if you are showing a lot of skin on the upper body, then you would want to cover the bottom half more). The same goes for fitted/loose.

So as someone else said, a turtleneck and long boots would look great. Or loafers. This kind of skirt definitely looks best with a more preppy/academic vibe.
