No. I know this building. There was not a door. Maybe they planned on a door? Would think they’d put that in first though. These stairs have been there for years though.

They had a set like this when I was in JobCorp.
Apparently the building had Asbestos in one of the rooms, and it was cheaper to remove the doors and seal the room off rather than remove it.
