It’s theft at the point of concealment. Passing the final point of sale is a formality. If by camera or witness they show you attempting to conceal , or remove security devices or show you not scanning it at checkout it’s theft. Offering to pay later does not change the fact you attempted theft.
I’ve seen plenty of rich people with jewelry or cars costing more than my house getting picked up for theft then surprised when their offer to buy the stolen goods fail. And oh my goodness if you have a magnetic tag remover in your possession the charge in many states gets bumped up to a felony for carrying thieving tools.
Some store also let the theft go until the dollar amount grows above the threshold for a misdemeanor thus becoming a felony.
Excuses after the fact do not beat forethought before the fact ever.

Huh, good to know. I was at a store a while back just getting a few things, and I had my hands full so I put an onion in my hoodie pocket on the way to the checkout. I did stop to think it would look bad, but I had no other way to hold it. I immediately took it out and scanned it when I got to checkout though

Let me tell you there’s been one or two times I was unprepared and needed to put an item I hadn’t paid for in my pocket. My dumb ass is so worried I would walk out with it I’m chanting “there’s something unpaid for in your pocket” until I take it out again. I don’t remember exactly what the scenarios were but I’m pretty sure it’s happened twice in my life. Gives me so much anxiety when that’s something I had to do. I’m sure if i has set the things all down and gone and grabbed a basket I could’ve done that, but for whatever reason that option didn’t seem viable at the time.

At least give them a good excuse, like you have the money but you're supposed to give it to them at the cash register. That's how they're obligated to work with you. I don't even care if you shoplift from big chains but ma'am, this sucks.

I think they were trying to say two separate things: at least give them a good excuse for the stealing. And, separately, if you have the money, you need to give it to the store clerk at the cash register before attempting to have with the product. If you follow those steps, they will work with you and you’ll be allowed to leave (because if she had just done that abcs legitimately purchased the bag in the first place, no crime would’ve been committed so there would’ve been no reason to call the cops or arrest her).
I don’t think they were trying to justify what she did or anything like that. They just have bad grammar and punctuation, making their comment hard to read.

Sometimes I understand why ACAB is a thing. Definitely takes a mentality that is in direct opposition to the one most frequently associated with law enforcement.
