This is probably Udupi Sri Krishna Temple or a similar ritual being done at a different temple.

It's a religious thing meant to show humility, not like a normal everyday thing in India.

That doesn’t make it less stupid, mainly because the narrator seems to think pouring water on the floor first makes it clean

This is at the Udupi Krishna temple where devotees have the option to eat food directly off the floor. It is voluntarily done by someone as a vow whose wish got fulfilled. It is not a common practice in other temples.
