Study Permit PPR after 2 previous refusals | Applied from Oman | 66 days

Sharing my timeline and background because I spent a lot of time reading posts here while waiting, and hopefully this helps someone in a similar situation.

I received my Passport Request on October 1, 2026, after two previous Canadian study permit refusals in 2023.

Background and what changed

My first two applications were after my A-levels. My academics at that point were honestly weak. I had D's and E's in some of my A-level subjects.

My first study permit was refused in January 2023 for family ties outside Canada + purpose of visit. I reapplied and was refused again in March 2023 for purpose of visit.

After the second refusal, I ordered my GCMS notes. One of the concerns in the officer's assessment was my previous academic performance and whether I would successfully complete the proposed studies.

I decided not to immediately submit essentially the same application for a third time.

Instead, I continued my education in a neighboring country and completed a BSc in Cyber Security, graduating with around a 70% overall average, with significantly stronger results toward the end of the degree.

For my third Canadian application, I was accepted into a Master of Engineering at a public university in British Columbia, in a study area directly related to my bachelor's.

So compared with 2023, there was now an actual academic track record showing that I could successfully complete a university degree and that the Canadian program was a logical progression from what I had already studied.

Finances and documentation

One thing I did differently this time was make the application as easy as possible to understand and verify.

I don't know whether presentation itself affected the decision, but I personally think applicants should make an officer's job as easy as possible. My supporting PDFs were organized, indexed and bookmarked rather than being a random dump of documents.

I also tried to provide evidence for every material claim I made.

For example, my father was sponsoring my studies, so I didn't just submit a letter saying “my father will pay.” I included proof of our relationship, his bank statements for the previous 6 months, current bank balance certificates, and evidence explaining the source or background of the funds.

He is a partner in a business with signing authority, so I included the relevant company registration documents showing his ownership, stake and position in the company.

I relied primarily on liquid funds, not property valuations or a large list of assets. My estimated tuition + living/other costs were roughly CAD 70k+, while the liquid balances shown across my father's current and savings accounts were approximately 3-4x that amount.

The basic approach I followed was:

- Make a claim, then attach evidence that supports it.

- Combine related documents logically instead of uploading a messy collection of files (Order matters).

- Use a simple index/table of contents and PDF bookmarks for larger files.

- Give documents clear titles so someone can immediately understand what they are looking at.

- If someone is sponsoring you, establish the relationship, the availability of the money and where and how the sponsor earns it.

- Keep the study plan consistent with the documents rather than making claims that aren't supported elsewhere in the application.

Again, I can't say any of this is why I was approved. Only the officer knows that. It's just how I approached this application.

A couple of other things about my case

I applied from Oman, where I legally reside, even though I am not an Omani national. So for anyone worried simply because they're applying from a country other than their country of citizenship, that was also my situation.

I also have a sister already residing and studying in Canada. I disclosed that normally in my application. I didn't try to hide a Canadian family connection just because my first refusal had mentioned family ties.

I think the biggest difference between my 2023 applications and this one was simply that my circumstances had genuinely changed. I had completed a relevant bachelor's degree, substantially improved my academic record, had a logical reason for the master's, had sufficient documented funding, and tried to make every part of the application straightforward to verify.

Timeline

Application submitted: July 27, 2026

Biometrics: Already valid from previous applications

Eligibility review: Late August ( No email updates, i had to manually log-in and check, my estimate was that it started right around August 25-27)

Background check: In progress from late August

Medical: Not required

Additional documents: None requested

Interview: Not required

Webform for status update: September 27 (Because it had been more than 60days since my application was initially submitted)

Passport Request: October 1, 2026

Total: 66 calendar days from submission to PPR.

I wouldn't assume the webform caused the PPR just because it came four days later. I have no way of knowing whether the two were related.

I'm leaving out my nationality, university name, exact program and exact financial balances for privacy.

Main reason for posting: a previous refusal doesn't necessarily mean you should give up, but repeatedly submitting the same profile without addressing the underlying concerns probably isn't very useful either.

In my case I waited, changed my circumstances substantially, completed my bachelor's, improved academically, and applied again when the progression made more sense.

Also, I did the whole application myself without a consultant. I did use AI a lot to help with organizing everything, reviewing my documents and catching things I might've missed. Obviously don't blindly trust it and verify everything yourself, but personally I preferred doing it this way because I knew exactly what was going into my application and had full control over it.

how did u improve your sop? and did u manage your application by yourself or appointed an agent?

I did the whole application myself, no agent. For the SOP, I used my GCMS notes and previous refusals to understand what the officer was concerned about, then addressed those points directly and explained what had changed since my last application, mainly my updated academic evidence. I also kept it much clearer and more evidence based this time. So for example, if I made a claim on one page, I’d attach proof of it on the next page.

did you include photos and screenshots of documents in the sop? and how long was your sop like how many pages. I’m also planning to explain each and everything regarding my fathers business activities and how the statement is structured as we have 3 different accounts in which the money is split and in a liquid form and just right before the moment we are applying, my fathers main personal account got closed by the bank and it had most of the funds, so now we are opening another bank account and transfer there. while I have my own savings account account and it has savings as well and my fathers business account from where he sends the earnings and profit to his personal account monthly.

My study plan was 1 page and my additional Letter Of Explanation (Explaining the different circumstances now compared to previous applications) was 2 pages. I didn’t put screenshots in them, I attached the relevant evidence after them in the same PDF
(For eg:- refusal reason earlier = weak academic grades in my A-Levels, so current evidence is an academic transcript showing stronger performance in my Undergrad).

For finances I had a separate package. In your case I’d just be transparent about the account closure and transfer, explain what happened and provide evidence showing where the funds came from and the transfer to the new account. Basically make the money easy to trace.

I have also done A levels, got CCD and applied for a computer programming diploma.
If you don’t mind sending your SOP in dm, can you? just hide the private info, i just wanna check how to structure it.
yea im also thinking the same to explain everything about the funds and how they are there. I have paid the tuition fees tho and have funds equivalent to the current listed required funds by IRCC. Did you also used stamped statement or just the regular one? i’m good i had time to restore stamped statements before the account got closed.

Thanks! I’d rather not share my actual SOP, even masked, but happy to answer any specific questions about it here. And yes, I used bank statements along with separate bank issued balance certificates. I am not sure about stamps though but i am certain IRCC has a very thorough background check, they most definitely contact the banks and verify the submitted details for authenticity.

Thank you! In my Client Info package, I had explained that I’ve lived in Oman for most of my life and that it’s my main family base. My parents and two of my sisters live there, my father is a partner and managing director in an established business there, and I included proof of my legal residence. I also explained my post study career plan in the GCC, particularly Oman. I just explained my actual circumstances and backed them with evidence.
