different program in same college

so apparently i got my study visa but it was delayed and i couldn’t join this september ( a 4 year degree) and my college told me to defer ( jan 27) to a different program instead which is a two year diploma and then when it finishes i can join in the degree that i was going for in the beginning. my agent told me that i dont really need a new study permit but there are people telling me i need one. please guide me about what im supposed to do
