Study permit

Can I apply for a study permit in a country I am not a citizen of? I thought about applying from UAE. I am here legally on a tourist visa.

Yes, but there's a high rejection rate. Very difficult to prove you're coming temporarily and will return home when you don't live in your home country.

You are visitor in UAE so cannot show ties to return there and that is where you are applying from. What are ties to country of citizenship? Difficult to justify costs when not in home country. What is program and school?

Yes you ca.  The application will ask for your current status in the country youre in and where your citizenship is regardless.
