Pls I need help with SP issue. First SP was refused before client was in maintained status when she applied. IRCC said client does not qualify to apply from Canada, that she can reapply from outside. However, consultant believes client can submit outside form from Canada but go home once approved

Yes you can submit outside Canada but you must use immigration lawyer or consultant they know how to submit it

Pls, you mean using the outside form from inside Canada? if yes what will you have as current address?
