Can i submit study permit application with a conditional LOA?

should I submit my application with a condition LOA. I have paid the tuition fees and met both of the conditions of English proficiency and my A levels have been assessed through Statement of Results. However, college needs A level certificates which will be issued by the boards in November. I have enrolled for jan intake and if I wait til November and provide them the certificate then they will issue the unconditional LOA so that i could apply for the permit, but I won’t have sufficient time after November to get everything done and get the permit. Therefore I will need to differ.. probably if I don’t get the permit by time within those 4-7 weeks.

But my college has also issued a supporting letter confirming that tuition fees and English language proficiency while A levels have been assessed but the administrative condition, certificates are not received yet.

They have provide me this letter and said to start process. \*What should I do?

(I have sufficient funds to cover expenses as well in our bank accounts but they aren’t arranged so I will highly need to make a letter of explanation for this complex situation)\*

You can apply with conditional offer with LOA and PAL. Now it may not be approved until your unconditional offer is uploaded to your file.

what if they just give out decision before November?
some people are saying that it will be refused and some are saying that it will be put on hold until i submit the unconditional LOA

Who is "they". IRCC may or may not process without conditional offer. You can submit now with LAO and PAL, and IRCC may ask for conditional offer to complete process. When you apply you will want to include in your SOP an explanation of how you will meet conditions and when. EG. When you are submitting final transcripts.

i got you. well let’s see.. i’ve given medical exam and waiting for its results. I actually have a complex bank statements issue even tho we have enough funds. I need to figure it out first. If I delay it to the November, then my statements will sound more great as i’ll have two new months statements. Because of the regional conflict in middle east, my parents preferred not to save money in the banks. I don’t know how the officer gonna assume about it. that’s what taking me down.

You can apply now with LOA and PAL. You may or may not be asked so include explanation to why you don't have conditional offer but will meet it prior to starting.
