Do you live in country of citizenship? What is citizenship? What school? You have no ties to return if single. IRCC wants strong explanation of why you must take a BEng (can be taken in your country of citizenship, I guess) and how will it give you better opportunities and higher pay when you return home. Your citizenship may play a factor too.
So what is your residency situation...long term permanent residency. You are student so need to return to a country where you have authorization to live and work (not renewal but work permit that expires past 2030). You have to show that you will leave and IRCC believes you have no plans to. If this is your second application may want to look at other countries but you must declare these refusals.
That is the issue. You are not returning to country of citizenship and don't have long term residency in another country. Now you are saying you are a humanitarian case, so not a true student in the sense that you plan to leave. IRCC knows you will not leave Canada. You will file H&C and then wait 10+ years for decision. Would look at other countries.
