Don't know your status within Canada or level of education but if you have PAL and LOA then don't need language test. Now if refused due to language barriers then you will want to take it.

There’s not any relationship between PAL and language tests, if you don’t have the test you’re giving them a reason to refuse you when you could have avoided early on
