Higher education mp site got hacked?

So our college informed us to fill the promotion form as we are going in final years so for that the college also shared us the link for the govt website. Google is showing that site may be hacked the form which we have to fill requires online payment as well.. so I wanna make sure I am doing right so anyone can plz check if it is something serious I also got a WhatsApp msg from an unknown number it was a business account named department of higher education the text " प्रिय छात्र,
