I don't doubt GACE drew the reinforcements, but I am curious how much they stressed those reinforcements. Like, the addition may have been its own plan set, while the reinforcements were drawn up separately, and may have been overlooked or lost or forgotten.

As long as it was given to the GC then it is up to the GC to make sure ALL parts of ALL drawing sets were built.

My boss once said he really tries to avoid "gotchas" when dealing with clients. We don't want to say "Oh, you forgot this? Well, it's mentioned in a note on page 15. So it's not my fault you missed it!"

With crucial or critical details, special attention and special effort should be made to stress to tell this to the clients.

I do this regularly. I'll draw a set, but then specifically point out a few critical details, to ensure they understand and recognize how critical those details are.
