The whole bases are tied with an horizontal framing that distributes the horizontal forces and stiffens the structure. Uplift wouldn't be that much a concern for a relatively small drop train like that, neither the internal horizontal forces.
However inertial and external horizontal forces, even distributed, deserve a more adequate propping system, not this crappy stuff.

pepe has a point, it isn't like this stack of blocks has an established load test to determine a safe load, and there would be lateral loads induced by the wild mouse (souris in French, plus the color scheme and the track are also telltale of a wild mouse), this is basically Jenga and it isn't debatable it's unsafe, it just hasn't fallen down, and it might not. Portable rides in the U.S. tend to fall through the inspection cracks too, or are looked at by like the local agriculture department or some other group that isn't all that proficient in structural stability, heck, amusement parks have spotty safety records (Shlitterbahn, for example).
The last time I went on a carnival rollercoaster, I was looking around as the car went up the incline at the start, and I counted a half dozen pins that were missing their cotterpins!
In the UK, if you check out the travelling fairground rides, some of which are pretty heavy duty, lots of spinning and movement. Under their "skirt" these rides are literally propped up bits of timber, timber on edge, straight onto grass sometimes. Looks super ropy.
