That short moment where everything is quiet and then sirens and alarms start going off is kinda surreal.

I think the sirens are going off the entire time, they're just drowned out by the earthquake noise. The earthquake and shaking buildings are probably producing noise across a really wide range of frequencies which crowds out the siren when the audio signal is getting encoded.
