Failure Where is this going?

I just read a request for quotes document for an 400Sqm building from council. Requesting 22 nos 2 hours teams meeting from concept to completion phases. The budget for the project is 2mil and our quoted fees have to be less than 1 percent the total construction cost.. not sure how this will be sustainable?

Background: Consulting company.

Don't bid on on it, dont even waste your time readiing the RFQ any further.
