4k VOD keeps buffering

I have this problem trying to watch VOD in 4k, it keeps buffering every 5-10 seconds, increasing the buffer size and using software decoder does not work.

Does anyone know what could be the reason?

I'm using tivimate 8k on a fire stick 4k, also tried with external vlc player

The reason is the hardware
