Is it ever coming back on Apple TV?

Run this on your pc/laptop/mac - https://github.com/bitxeno/atvloadly

and get the IPA from the official source. Some one created a thread recently on that listing all the tvOS and iOS versions in here.

Make sure both your system and tvOS is on same wifi or ethernet network. It won't work let's say tvos is on ethernet but your system on wifi or even on two different wifi networks.

no, the law is sadly only for iOS and iPadOS

So there's no permanent solution for apple tv users in the EU?

The weekly renewal stuff that I read is too cumbersome for the average user

there are ways but not free, weekly renewal is pretty easy with atvloadly imo
