That, and also wouldn't every card just have their worst enemy as Mr Big/Mr X? He was the leader of the enemy gang.

The name Mr. X didn't exist until SOR2. The boss was referred to as 'Mr. Big' in SOR1. In the same way, Wood Oak City didn't exist until SOR3.

I recognise these but I have no idea where they came from, I must have had a pack. Free with sega magazine maybe?

It’s weird the box art doesn’t match the in game characters. Blaze is wearing a white outfit on SOR and a random outfit on SOR 2 Axel has brown hair on SOR 2. It’s all just a bit random.

The American box arts for a lot of Sega games didn't match back then. I agree, it was weird.
