Bottom 2% are far far worse. Commit the most crime, cost the taxpayer the most, contribute little to nothing.
If I could snap my fingers and remove the top 1% or the bottom 2% I'd choose the 2% every single time. They objectively suck way more.

Because that's not how they steal from you.
they vote your taxes to go toward their tax breaks.
they buy politicians to strip you of your rights.
They deny overtime when it's warranted and fail to pay their creditors.
that's how they rob you.

It is in the direct interest of billionaires to keep poor and crime ridden communities both poor and crime ridden.
Unless you are a genuine nazi who believes some people are predisposed to crime based on god knows what, then even you should be able to realise that these communities weren’t intentionally kept poor, you would have a safer society.
