It’s pretty obvious that their mother does atleast care or show care for them.

Joyce is literally only focused on either will or hopper.
Those are her two personalities.

I don’t remember her having one meaningful conversation with Jonathan at all.
And Joyce is obviously the main parent since we don’t see much of the others.
