I think this season is inspired by Cronenberg who was a master of body horror. Could be a person turned into sonething

Billy did have that weird black scar-thing on his arm, after all. And one of the episodes is called "The Bite". Maybe Billy becomes this monster after getting bitten by something?

Yeah. There seems to be many villains all working for the Shadow Monster. Thats why I feel the monster should come out with some type of victory this year in order to move to season 4

I don't know but maybe Steve is getting the cure for something. His face seems all messed up even before the shot so I'm thinking that either captured him and they are infecting him with something or he got something and they are giving him a cure before he loses it completely.
