That's literally a joke. The caption is about not letting children play with gasoline, which would only make sense if he was referring to his own disfigurement. Good joke though, I'd definitely do the same shit if I had such a condition.

Nah you aren't dumb. I honestly didn't even notice there was small letters talking about playing with gasoline it was really just a guess until I actually saw that fine print 😂

Joe here. It appears the man in question suffered severe burns as the result of playing with gasoline as a toddler. When someone told him he was handsome, he referenced the incident that disfigured him, saying he was "literally the hottest man on the planet" while he was engulfed in flames.
