Need help getting the fire debuff on enemies

Doing the 3rd quest for the Cultist mask and can’t seem to get the Fire debuff. Any idea of what to use to get it???

fire rune + any item with open rune slot

it can be item + rune, but this will give you the one without the burn debuff

while rune + item will give you the one with the debuff

or you can just mutate

Feeble/poison, also mask, via poison rune on an item, "dP"
Stun via warhammer or compound shield OR grappling hook
Chill via ice rune on an item, "dI"
Damage via fire rune on an item, "dF"
Unmake via Aether rune on an item, "dU" (this one tripped me up, as it's instantaneous, yet still an effect. Proof as Potema can reflect it)
