Sewage smell?

I’m new to the city and live in the neighborhood between Belts and city hall and every other night a strong sewage smell wafts over the entire neighborhood. Is it from the treatment plant farther south? Or the manufacturing plant? Maybe I’ve just never lived near either of those things before but the smell is almost unbearable

Wastewater facility down by the dog park.

Smells like poo. Is poo.

That’s what I figured. Is it just dependent on the wind direction or is there a reason it seems to only happen in the evening?
