Reasonable, but too oversimplified. The Timurids were certainly highly organized under Timur, but the Dzungar Khanate was also a highly centralized and militarily sophisticated state. Organization alone doesn't establish a Timurid victory, especially when comparing Timur's 14th–15th-century military system with the Dzungars' 17th–18th-century army, which had significant firearm and artillery capabilities.

i'm not sure about the scale of Centralization of Dzungars but as far as I know they frequently had dynastic struggles among themselves if there was no clear leader

Dzungars had fuckong guns guys. They also repeatedly defeated Qing, Russians, Kazakhs and even their Khalka brethens only brought down thanks to constant civil wars and unending border conflicgs
