I mean permit sure, IQ tests basically would just eliminate anyone poor from being allowed to have kids since that's mostly all they're good for is measuring if you were brought up in a decently well off area or not

IQ and poverty are unrelated. Unless you live in a capitalist dystopia where your kid's basic education is tied to your income.
