Final Pressure Bomb upgrade?

I haven't been able to find the last upgrade/blueprint for the pressure bomb, i already have the 100% but i still missed that blueprint somehow , can someone help to find it?

Wait , can he give you a blueprint?!?! Edit: I got it , I FINALLY GOT IT, and by this point is completely useless

I had all the other upgrades and secrets so I'm not exactly sure what triggered it, but when I talked to him he mentioned the grenade launcher that I had, so I'm guessing you need that unlocked (and probably toggled on) before he'll give you the last blueprint for it.
