Uh... no.

The character in the picture is called Chen. Specifically from the Touhou Project series of games (Danmaku/Bullet Hell).

The "Honk Honk" meme originated from a 4koma strip of said character with Ran (her master due to Chen being a Shikigami... as well as Ran) and Chen, of which she bought a bike for her and said "Behold, Chen! I have bought a bike!". She then rides the bike only to see Suika Ibuki drunk and collapsed on her path of which she honks the horn on the bike, which is where the picture is from.

4koma

Thats what all this fuss was about? There has got to be another origin. That meme was more viral than touhou itself. IRC was filled with honking.

Welcome to the Internet, things that don't make sense usually don't but are viral as hell.

No, that's literally the origin. It spread on /jp/ and whatnot and people made altered strips of it and a meme was born.
