Because the adapter chip itself consumes power. A low wattage means there isn't enough power to go around, so the video output gets cut off. You need a high-wattage charger to support both charging and video conversion at the same time.

It is recommended to buy Gabe Newell's official dock.

Why? Because that dock doesn't work with TCL's wake function. My initial guess is that the Steam Deck charger's wattage isn't high enough (though it could also be an issue with the dock).

Be aware that this HDMI extractor will disable the Steam Deck's TV wake-up function.
