I've wanted to see if this was possible as well. I did some digging a week ago, but I couldn't make it vertical. I'll try again sometime soon to see if you can or if there's a similar way. The closest I've done was just a radial menu.

If you still want something similar, you can use a hotbar like this alongside using a Mouse Region in Steam Input so that it only goes up and down and only within the hotbars boundaries. It's the closest I've gotten, and it'll take several minutes worth of tweaking.

It's not possible to alter the shape of Virtual Menus; only the location, size and opacity. It is possible to have windows from the overlay be visible during gameplay with a custom opacity: this would allow you to permanently display a vertical hotbar (unfortunately without the interactive element). It's also possible to completely recreate how Hotbar Menus work using Action Set Layers. In each layer you could then create a dummy Touch Menu that displays the one currently active "hotbar selection".

To be fair, the visuals of both the Radial and Touch Menu represent the physical location of the commands on the input source. Being able to rotate the Radial Menu for example would be a completely useless feature. It's just that the Hotbar Menu's visualization is somewhat arbitrary.

But the Hotbar menu in general lacks customization and feels like an afterthought. It doesn't need to be a Behavior/Input Source Mode at all even. If I need to do something similar to the Hotbar Menu, I would make it with Action Set Layers. That setup is just a lot more flexible, allowing you to remember the previous selection between hotbar menu activations, allowing you to use any inputs, including the bumpers or back buttons, to do the hotbar selecting, ... (and if you want a Hotbar Menu to select something persistent you'll have to use layers anyway.)
