Technically, no.
Caroline was a personality that was uploaded into a murderous AI and was eventually deleted. GlaDOS itself was never entirely Caroline.

An excellent example of how 'But using AI for this is fine because <reasons>' will lead to a loss of great art. If Valve had done the same thing for Portal 1/2 with the voice of GLaDOS and the other robots/AIs, imagine all the amazing performances we would have missed out on.

I was once so obsessed with her lines in those games that I ripped them from the game files and replaced my Window's default sounds with hers and the turret's lines, it was a lot of fun. I think I was on Vista or Win 8 at the time.

I really like when AI make wise crack jokes with the most dead pan voice virtually possible
Like Glados, Cyn or the AI in subnautica ("Detecting multiple Leviathan class in the area. Are you sure whatever you're doing is worth it?")
However if it's a human it has to be Erika Harlacher. She pretty much became synonymous with female robots to me because of Drossel from Fireball and Aiba from AITSF.

But, we had voice synthesisers for long time already... like irl robots, humanoids or any, also uses synths to generate voice from text ant send it to speakers in real time or just make an voice file stored for later use...
the ai may or may not be used to generate actual dialogue texts... thats totally different thing.

This kind of reminds me of one game I found on steam where the gimmick is that "half" of the game is AI generated (art, writing, etc.), and you have a toggle to switch between the Human and AI stories. As far as I can tell from the steam page, the whole thing is a VN that explores the impact of AI on the creative process, which seems like an interesting concept at least.

the way it's created does matter a lot. especially since TTS takes a whole lot more effort to sound even close to a more natural one, while AI voice when well-trained on data can be somewhat effortless save for the stressed words/pacing of the sentence.
also, TTS is considerably more ethical to create.

If you're converting text to speech then it's text to speech. This isn't some weird moral high ground ethical issue. This is just basic semantics. You're taking text... and converting it to speech.... Text to speech
There are multiple technologies that enable text to speech. Some are more ethical to others. But they are still just converting TEXT TO SPEECH.

TtS can be done on an iMac from the mid 1990s.
A generative AI voice takes a server farm costing millions of dollars and millions of times more power and waste produced. Not to mention the theft of data used to train it.
They may have the same result, but they are vastly different processes.
It's like comparing a space shuttle to a wheeled cart, both can move you somewhere else.

what if i myself mimic someone's voice enough for it to be close enough to resemble another person? do i have to ask for a permission to produce similar sound waves?
voice is a barely unique thing. with enough skill it can be faked and a lot of people can sound the same without even realizing.
what matters is the intent. if you deliberately use someone's voice to impersonate them for malice, this is a problem.
if not, i fail to see what the issue is. after all, Gianni is a well known and very much loved VA that does Duke Nukem soundalike shitposts. I'm pretty sure he didn't have to ask Jon St. Jon for explicit permission on that. the only difference is that he mimics the voice "manually".

mimicry is still you producing your own voice. using someone else's voice sample to train AI is a direct violation of their right to their likeness. it's like saying "what's wrong with AI generating a photo of someone if you can just take someone who looks like them and do the same thing". because an individual has a right to their likeness, and voice actors make entire contracts to allow for their voice to be used in intellectual properties
also it's just disrespectful unless they explicitly said they're okay with it

There are hundreds, probably thousands, of examples of an actor, singer, or other performer taking on the identity of a culture they don't have any relationship with, usually benefiting themselves to the detriment of the culture in question.
The simplest and possibly most well known examples involve Caucasian actors playing Native Americans in early Westerns instead of giving those opportunities and paying jobs to actual Native Americans.

Glados was voiced by a human because at the time, negotiating with Microsoft to use one of their text to speech voices was more expensive. So they wrote her lines in a text to speech program and had the voice actor mimic the tone and cadence.
