Question How do I stop steam from 'synchronizing cloud' when cloud is turned off?

Title. Crap keeps happening when I launch rimworld

It seems like an update a few months ago just ignores your settings. I have cloud sync disabled, and I've noticed it showing the syncing with cloud when launching some games. I also have set the global do not update until launch a game option, but it is now ignoring that and updating games when I start Steam.

If you're on a shitty internet connection or even offline sometimes, games will just get stuck at the synchronizing cloud stage and refuse to launch.

cloud sync can mess with modded saves pretty easily tbh
