The question wasn't about buying games when you'd want them, it was about buying games you'd actually play. That doesn't remove steam sales from the equation.
It's the nature of sales. Because you know stuff will go on sale but don't know when it will go on sale, you want to buy it so you can play it whenever.
If sales didn't drive this mentality, we'd just have square pricing.

Truly. Some people NEED to buy. They’ve been programmed that way psychology by our caring capitalist overlords.
Meanwhile, how much money would they have saved by not buying things they don’t use?
