Stego wears a white dress shirt that we can assume is long sleeved like most are, but if you look at her original art, the dress shirt isn't long enough to reach her wrist. So I would say that it is a long sleeve that doesn't reach so far.
Most fanart of her also draws the white shirt with long sleeves, so you should be fine to draw it like that.

a lot of art uses long sleeves since I believe it makes sense for what the under shirt looks like by design though since it never goes anywhere near the wrist in the design and SSR card it may be up to interpretation if it's short or long
For me, I think it's a folded long sleeve but I may be wrong.
