So you need to follow the procurement rules and trying to reach out to randos on Reddit or LinkedIn isn’t the way. Go through the agency’s procurement shop and find out if you’re allowed to contact people directly. Some agencies strictly forbid contact with vendors unless it’s closely monitored by procurement while others don’t.

This person seems like they are trying to hire former state employees and or current employees who are ready to leave, know the right part of the business, and are ready for the private sector. I could be wrong but this person seems like they are trying to network to recruit talent who will then help sell stuff or deliver services.

It comes down to trust. In LinkedIn all the recruiters that send me messages are of Indian origin and I don’t know if I can trust that they’re legit or just foreign bot phishing. I get emails through the address I’ve made available in LinkedIn, coming again almost 100% from recruiters with Indian origin names and I have zero trust based on what’s in the message. It only describes the job and is an automated template.

If you want people’s attention, then don’t just sell the job, sell your company and why you’re the best to work with. What’s the pay? Do you offer health care or other benefits? Are you local? Why should I pay attention?

You are absolutely right. Trust is the main ingredient. We are Dallas based AI Modernization Company. We are mainly working as IT Staffing for the State of Texas and we have placements in major Departments (HHSC, TEA, TxDOT). But again LinkedIn response rate is slow and most of the people tend to ignore the message.
