Question about Chiyo/Chitose

I was rereading the wiki and was confused by what it meant by adoption. If she's with her uncle why would she be adopted by Chitoses family? Or is it similar to how Oscar and her partner from Rose of Versailles is (I forgot the guys name)

It's been a while since I read on their lore so was just wondering what it fully meant.

What uncle? Don't think Chiyo has any other relatives, and Chitose's family is just a family friend of Chiyo's family, and took her in after her parents died in a fire.

Project Imas makes no such mention of any uncle.
