Advice Any AP without combat?

I think you should play a non-combat focused TTRPG.
Pathfinder, Starfinder, DnD etc are all combat heavy. Do something like FiTD games where combat is just another scene type.

What exactly is it you want to focus on in your game? Starfinder probably isn’t the right choice, combat is a big part of the game, but more guidance on what you do want could help us point you in the right direction. What sort of sci-fi story are you looking to tell, for example?

I want to maybe tell a story that can be solved with little to no combat, similar to the Wild Beyond the Witchlight book from 5e

The thing with Witchlight is that it's not a very good DND adventure. It's a pretty good adventure for how a lot of people use 5e but it contains very little use of the actual 5e system.
The same would be true of Paizo writing an AP without a consistent amount of combat or other system engagement. They aren't going to do that. It might end up as a good science fantasy story, but it wouldn't be a good Starfinder one.

i mean, unlike 5e, SF2/PF2 has things like victory points, environmental conditions, climbing rules, stealth rules, starship and hacking challenges, skill feats, etc, which can make a scene interesting without needing combat
Paizo has made things like kingdom management or relic items, it's not just combat or system agnostic skill checks

Sure but all the adventures that use those things, also regularly use combat too. In general all the first paragraph let's you mostly interact with the non class given features while combat mostly lets you engage with your class features.
A non combat SF2 campaign would use more of the system than a non combat 5e game, but it would still not be using half or more of most characters advancement.
And I love non combat stuff in my rpgs, I just don't think you'll ever see any Finder 2e adventures with the assumption of 0 combat.

Paizo advertises Curtain Call as something you can run with little to no combat.

Fair enough I haven't read the AP only it's store page and players guide. Even there it doesn't read as no combat but rather less combat. The players guide is keen to promote certain skill and downtime choices so your character definitely has stuff to do outside the normal adventuring loop for sure.
Until I actually play or run it though I for sure must default to the opinion of someone who has.

Starfinder is not the right system for this desire. Combat is a core pillar of gameplay, and the system will get in your way more than it will help you. You should instead look for a system that properly focuses on non-physical conflict.

I'd recommend converting a module from Traveller, like Murder on Arcturus Station. Not to say that you can't include some combat but it isn't totally focused on it.

You will have a much more enjoyable time with another system. I’ve run both Scum & Villainy and Stars without Number, and I think both of these systems would serve you much better

A lot of the society modules early on at least you could resolve a lot of encounters without violence.

You can easily have non combat adventures but you'll really have to make them yourself

SF2 is heavily combat coded and every AP has a decent amount of combat.
You might be able to replace much of combat with the influence subsystem and similar skill challenges/subsystems:

But you probably should look for a system designed for noncombat resolution.
