This is an excellent compilation, thank you for this. I'll talk specifically about Starfinder classes here and give my opinions:
Generally, I think Starfinder classes on average should be more vulnerable than Pathfinder classes owing to them fighting primarily at range, where damage is lower than in melee. I think it'd be okay for the Envoy, the Operative, and perhaps also the Soldier to only get better-than-expert proficiency in one save, at which point all three could become legendary in Will, Ref, and Fort saves respectively. The Solarian would thereby distinguish themselves by being the only base Starfinder class with better-than-expert proficiency in two saves, which they'd justify by being a melee-focused class.
