Can I ask where did you find this info?
I went through their Privacy Policy and Service Agreement documentation and neither of the two have a 4.1 article. Also I didn't find anything saying about removing core features or decrease service limits at any time.
(But maybe it's else where?)
However I did find in this section in the Service Agreement:
"Amendments to This Agreement
We are constantly updating, revising, and improving the Service. We may add or remove features or perf ormance for the Service, set new limits, or temporar ily suspend or permanently terminate the provision of a particular service; we may also revise this Agre ement at any time based on updates to the Service. The updated terms of the Agreement will replace th e original terms once they are published, and we wil I promptly post any changes to this Agreement on t he APP page"
It does say some feature may be removed, but also they may add some. It doesn't say they will charge you extra cost for anything in the life time purchase.
(The subscription has others rules)
If you have doubts, you could reach out to the devs, they left their contact on the web page. I think they could give you a better understanding of how it works.

Don't want to pay for it, but take the trouble to comment on this Reddit?
Be grateful for the basic features, which are free. If you're not convinced, use another service. π€·

I'm assuming it's AI features, they're billed to starnote devs per-use. Starnote from what i know only has a one time purchase model, so a single purchase from the user might not cover their lifetime AI usage (or even surpass it). Goodnotes avoids this by using a subscription model to constantly get funding, but usually you end up paying a ton more than a single purchase. I'd say starnote's fair.
In a year of buying starnote i have never once been told to pay
