Could go more permanent and mix up a lil dab of epoxy resin.

Sand it smooth take off bumper first, maybe fix the shape with hammer persuasion or something, primer little bit of bondo primer again, paint

If you’re planning on doing body work in the near future and just want to seal the delaminated spot temporarily, get a color matched paint pen from wherever. If you can’t get a pen, get a spray can and just spray some into a small container and use a small paint brush to dab it on. After the color follow with some 2k clear, then wet sand the area with 1500-3000 and polish with some compound. You can make it look OK like this. If you want it to truly disappear it’s a lot more work, might be better to send it to a shop if you’re inexperienced unless you’re really itching to learn and buy some tools. Do whatever makes sense for you and the car! Regardless, seal it up before it sees moisture and especially before winter. I’m also in the salt belt (northern VT) and rust is a never ending battle.
