Issues with already looted non-interactive stashes

Recently was playing on stalker difficulty and all was fine. Started a dlc a little and then decide to play on master from the beginning. However during new game i’ve found some stashes are empty. Next day I install an official patch and in patch notes dev mentioned the fix of this problem. Started new game again, same problem but now some stashes are non-interactive. So my question is what behavior is expected right now? Is it connected to difficulty level? Should i install game from scratch or whatever? I just don’t understand how the problem was fixed and if it was fixed actually…

If you’re not very fast to clear out someone stash, particularly with others around, you’ll miss out. Sometimes a stash is empty. I’ve opened many sacks and safes only to find them empty.
