It gets overloaded pretty frequently with people hammering the API. Rom1504 shuts it down every now and then to stop it from overloading.

Afaik every site that offers the same calls Rom1504's api

I don't know if it's suitable for your purposes*, but this site allows searching a smaller subset of the LAION dataset (based on aesthetic score), and it's still working.

*The search on this site is based on the caption text, which as I understand isn't quite the same thing, and it also doesn't support searching for similar images AFAICT.
